Successfully applied for and received
over three-quarters of a million dollars in State and
Federal grants for manpower and equipment related programs
within the Sheriff’s Department.
First D.A.R.E. Officer in Warren County.
Established the curriculum in the Rebecca Boone, Wright
City, Holy Rosary, Marthasville, St. Vincent, and St.
Ignatius Schools. While actively teaching instructed over
3,000 students on the dangers of drug abuse.
Installed and began the first computer automation
of reports, jail booking records, gun permits, and mug
shot photographs. System administrator of a twenty-five
station computer network system that handles all the internal
reporting functions of the Sheriff’s Department.
Updated department records management system
to be compatible with the computer aided dispatch software
at the 911 center for increased efficiency and accuracy.
Allows real time monitoring of call and deputy activities.
Allows sharing of data with Warrenton and Wright City
Police due to same technology and software.
Formed the first tactical unit in the
history of the Sheriff’s Department. The mission
of the Special Tactics and Response Team is to provide
highly trained and equipped deputies to respond to critical
incidents and serve all high-risk warrants. Active member
and Commander of this unit since its initial formation.
Supervised the Warren and Montgomery County
Rural Area Drug Enforcement Task Force. This was the first
formal full time program dedicated to addressing local
drug problems.
Automated the Warren County Sex Offender List,
and published it on the Sheriff’s Department internet
web site in the interests of public safety and information
Appointed to the Planning Committee for
the 12th Judicial Circuit Adult Drug Court.
State Certified Generalist and Specialist Law Enforcement
Instructor at the Eastern Missouri Police Academy
and the Missouri Sheriff’s Association Training
Academy.
Designated Sheriff on the C-North Regional
Homeland Security Oversight Committee.
Obtained a Federal Anti-Terrorism grant of forty-thousand
dollars to obtain LiveScan Equipment for the jail. This
enables law enforcement to scan and transmit fingerprint
data electronically to the FBI and the Missouri State
Highway Patrol for immediate classification and identification.
Initiated the Inmate Security Fund Agreement
with Wright City and Warrenton. This enables these cities
to pay their municipal inmate board bills with fines collected
from persons arrested, not by using tax dollars.
Implemented policy requiring all deputies to carry department
issued digital recorders on their person when
on duty, and record all citizen contacts. This has enabled
us to preserve audio evidence, and to record all of our
citizen contacts for accountability and integrity purposes.
Obtained specialized training for the Detective Bureau
to investigate the physical and sexual abuse of children.
These advanced interview and investigation techniques
have enabled our department to investigate these matters,
arrest and obtain charges against the persons responsible,
and assist the victims receive the necessary support to
deal with their trauma.
Dedicated personnel with specialized training and skills
to solve property crimes such as burglary, stealing, and
vandalism
Joined the East Central Drug Task Force
to add the resource of undercover drug investigators to
our efforts to combat the possession, sale, and manufacturing
of illegal drugs in Warren County.
Conducted the largest drug arrest warrant roundup
in the history of Warren County. These cases were made
by our undercover investigators. As part of our ongoing
efforts to combat the possession, sale, and use of illegal
drugs we now conduct drug arrest roundups regularly as
our investigators file their pending cases.
Implemented a K9 program with dog and
handler certified in drug detection, tracking, general
obedience, and patrol skills.
Established training program for deputies and
corrections personnel to ensure compliance with
both departmental training standards, and those set by
the Missouri Department of Public Safety. This increases
the safety of the employees, as well as reduces the overall
liability to the county.
Established full time court security
within the Warren County Courthouse during all hours the
facility is open to the public. Deputies staff a walk
through metal detector, an x-ray machine, and bailiffs
are posted in each courtroom while in session.
Implemented digital recording of all surveillance
cameras throughout the Courthouse and Jail for security
and accountability purposes.
Established south zone office to provide
deputies a place to complete reports and make telephone
calls without having to return to the main office. Installed
computer capable of remote connection to network system
running in office to allow access to department records
management system.
Formed the Warren County Sheriff's Department
Ladies Auxiliary. The mission of this group is
to establish a social network and support system for the
member of our department and their families.
Started a “Shop with a Deputy” program
to support families in need during the Christmas holiday
season, and to assist them in providing gifts for their
children.
Implemented an annual employee special recognition
and awards banquet. This function enables us
to publicly recognize and award our employees for their
contributions to the department and the overall community.
Implemented a disciplinary process with
the availability of an appeal board comprised of an employees
peer group. The added level of a peer evaluation board
offers employees the best opportunity to have their incident
evaluated in a fair and consistent manner.
Implemented a citizen feedback process
to allow persons to report both positive and negative
feedback on the department or specific deputies. I feel
that in order to maintain accountability to the public
I must have an open and easy avenue for persons to voice
their concerns in a confidential manner. This can be accomplished
online, in-person, over the telephone, or through the
mail.
Successfully increased pay for deputies.
I have worked in cooperation with the Warren County Commission
to increase pay for deputies, corrections staff, and other
department employees.
Contracted out the jail medical services to Advanced
Correctional Healthcare and saved approximately seventy-thousand
dollars per year in hospital, laboratory, and pharmacy
bills.
Contracted out the jail food services
to ABL Management and saved approximately sixty-thousand
dollars per year in food and labor costs.
Implemented rural patrol to encourage
deputies to adequately patrol and maintain visibility
on our many miles of county gravel roads, as well as our
black-top highways.
Implemented directed patrols to increase
patrol in specific locations during key times for added
visibility and deterrent effect.
Implemented business checks to verify
security of local businesses after hours.
Implemented neighborhood patrols to encourage
deputies to spend time in area subdivisions to develop
relationships and two-way communication with the residents.
Encourage positive citizen contacts not
related to calls for service or enforcement contacts to
build community based relationships based upon mutual
trust and respect.
Implemented school security checks to ensure
that uniform deputies regularly walk through local schools
to add safety, and build relationships with both students
and faculty.
Implemented program to monitor sex offender registration
and compliance. Each individual is regularly
monitored to verify they are compliant with their registration
requirements, and that they are not in violation of living
near schools or daycare facilities.
Established Role Model Scholarship fund to recognize
local high school graduates that portray a positive role
model lifestyle.
Established Paul Fricke Memorial Scholarship fund
to recognize local high school graduates entering emergency
service field.
Sponsor of the Project Graduation Program
by providing pizza to the high school seniors celebrating
their graduation at these drug and alcohol free activities.
Efficient operation and management of jail facility.
During my first two terms in office the jail has generated
five-and-one-half million dollars in revenue that has
been used to offset the local costs of operating the jail.
This relates to a savings of five-and-one-half million
dollars in local tax money.
Established training contracts with employees
to recoup funds invested by Sheriff’s Department
in their training when they leave employment. While our
agency has been used as a training ground by other higher
paying agencies, these contracts have enabled us to collect
thousands of dollars spent on training. These funds are
then available to train the new employees, or those who
are committed to this agency.
Instituted drug testing for all new hires,
and random drug testing where 10% of current staff are
selected each month for drug screen.
Maintain public accessibility and accountability
by making myself available for in-person meetings with
an open door policy with no notice required. If I’m
ever not available, I immediately return telephone calls.
Established department web page and Face Book
page for public resource and informational purposes.
Maintain up to date listings of forms, personnel, and
other items pertaining to Sheriff’s Department.
Utilize inmate work programs to perform
tasks such as laundry, cleaning, washing cars, picking
up trash, cleaning streets after parades, and painting.
These programs enable inmates to occupy their time constructively
while in custody, stay out of trouble, and perform positive
functions. The work performed is necessary, and the program
saves tax dollars.
Joined the St. Charles County Crisis Intervention
Team Program to provide positive law enforcement
crisis intervention services to persons with mental illness.
Established positive working relationship with
County Commission by meeting with them every
Thursday at 9:30am to keep them current on matters throughout
the department and our overall community.
Focused department mission on being more
service oriented, more involved in the community, and
more in touch with the needs of the people we serve rather
than just performing enforcement duties.
Work closely with Missouri Department of Conservation
to investigate and reduce instances of poaching and road
hunting.
Protect the rights and privacy of landowners
by investigating and enforcing trespass laws on private
property.
Established public information announcement program
on local radio station to communicate important safety
bulletins and reminders throughout community.
Deployed Mobile Data Computers in patrol
vehicles allowing deputies to be electronically connected
real time with the computer aided dispatch system at the
Warren County Joint Communications Center. Significantly
increases efficiency of reporting functions as they can
be performed from the field instead of requiring a response
to the office. Enables dispatch to push bulletins, photographs,
and other call information directly to responding units
via their computer.
Deployed Automatic Vehicle Locator equipment
in patrol vehicles utilizing GPS technology to track locations
of patrol units throughout the county for enhances officer
safety and to decrease response time on calls.
Deployed life saving Automatic External Defibrillator
equipment in patrol vehicles to treat and assist victims
experiencing sudden cardiac arrest.
Deployed custom GIS Mapping program on
car computers that allows deputies real-time access to
road maps, arial photographs, telephone numbers, and land
parcel information.
Deployed IRIS Scanning and Facial Recognition
equipment in the jail. Worked with the Missouri Sheriff’s
Association and Missouri Chiefs of Police Association
on grant to deploy this high-tech equipment to aid in
biometric verification and suspect identification.
