As Sheriff I have always placed significant importance
on setting goals for both myself and the agency. For these
to be legitimate I must first evaluate that they are specific,
measurable, attainable, realistic, and time specific.
The following goals meet these criteria, and I have a
detailed plan of action to attain them. This list is not
a complete report of my goals, but definitely highlights
the most important.

A. |
My first and most important goal is to continue
to maintain the highest level of public safety
possible for the citizens of Warren County to
ensure we have a safe community where we can all
be proud to live, work, and raise our families.

As Sheriff I have always placed a high emphasis
on cases involving physical and sexual abuse, especially
when they involve children. Since taking office in
2005 my detectives have investigated and submitted
cases for prosecution against suspects who have sexually
molested children, and to date these cases have received
prison sentences in excess of 1,500 years. I will
continue to advance the training of these investigators
to give them every tool and advantage available to
be successful in their endeavors. In addition we continue
to build professional relationships with nearby law
enforcement agencies, child advocacy centers, and
support services to assist us not only in building
prosecutable cases against the offender, but also
in providing the support and assistance to the victim
to recover and heal from their abuse.

In addition we will always aggressively investigate
reports of persons who make, sell, or use illegal
drugs. In my first term we have joined forces and
combined resources not only with local law enforcement,
but also the Missouri State Highway Patrol, and the
East Central Drug Task Force. This has added the element
of undercover officers to work long term covert investigations
throughout our community. Our department K9 team continues
to refine and demonstrate their skill in detecting
and locating illegal drugs.

I firmly believe citizens have the right to live
free of fear, and feel secure in their homes, so I
also place a priority on the investigation of burglary,
stealing, vandalism, and trespassing. As our county
grows we experience an increase in property crimes.
The current economic situation only adds to this problem
as the criminal element is spending more time in our
community preying upon our residents. While property
crimes always remain one of the most difficult to
investigate and solve our clearance rates and ability
to locate and return stolen property is significantly
higher than the national average.

B. |
My second priority is the management and public
accountability of the staff and resources under
my control. The Sheriff’s Department employs
63 people, and operates a 100 bed jail |

During my first two terms in office the jail has
generated $5,500,000.00 in revenue to offset local
operation costs. I plan to continue to cooperate with
federal authorities to house their prisoners when
we have available space in our jail.

I’ve saved over $130,000.00 annually by contracting
out the jail food and medical services. I plan to
re-bid not only these services, but all major expenditures
to ensure I am managing the funds under my control
as efficiently as possible.

To date we’ve been awarded over $750,000.00
in State and Federal manpower and equipment grants.
I aggressively search out and apply for any grant
opportunities relevant to our agency or community.
These programs are funded through State and Federal
tax programs, and I am proud to captures these funds,
and utilize them to better our community. These programs
allow us to purchase equipment or supply programs
that might not have been possible otherwise, and many
times they save local funds to be used for other areas

I’ve implemented inmate security fund programs
with the cities of Warrenton and Wright City to pay
their municipal inmate board bills with funds collected
from persons arrested, not city tax dollars. I will
continue to develop close working relationships and
communication with all agencies and cities in our
County.
- I communicate weekly with the County Commission on
matters pertaining to the operation of the department
and jail. I have run the Sheriff’s Department
and Jail like a successful business, and will strive
to continue providing the best services possible, in
the most economical manner.

My third priority is the continued building of
relationships between the community and the Sheriff’s
Department based upon mutual trust, respect, and
honest.

- I firmly believe we can have a modern, successful,
and highly efficient Sheriff’s Department, while
maintaining a personal relationship with the people
we serve.
- As your Sheriff I have kept the public informed of
our accomplishments, as well as our shortcomings. I
will continue to use the newspapers, radio, television,
and internet to keep the community informed on matters
of public safety or press releases from the department.
- I have always made myself available to the public
with no appointment necessary, and publish my cellular,
pager, and home telephone number for after hours contact.
I will continue to encourage and develop this direct
and personal communication with the people I serve.
- I plan to train staff in positive communication techniques,
and proven methods for peaceful conflict resolution
and problem solving. My philosophy for dealing with
the public is to have them treated in the same manner
I would like to be treated under similar circumstances.
- As the first D.A.R.E. Officer in the history of Warren
County, and the one who established the curriculum in
every school within the county, I am absolutely dedicated
to working to prevent drug & alcohol abuse and violence
within our youth. I will always support and participate
in any program supporting these goals.
